How long since he submitted his recertification is he waiting?
I am sure there was a lot of work to do for ESB.

Sounds like he had a dodgy fuse board that was discovered and disconnected because of the storm.
Some info missing here on when he got the work done and when his electrician sent the cert off to RECI
Sure they might as well for the next storm, it might fix the power problem
Having to spend 5,000 on recertification works sounds like there was an issue separate to the storm.
He needs to ride into town and kick up a hullabaloo..!! Yee Haw.
