I’m not sure exactly what is wrong, but those holders unscrew and re-position very easily. On ALU frames pre-drill for the screws, on PVC they might even self-drill. I used a bit of sticky tape on the ‘nub’ to transfer the correct location and adjust accordingly (my window opened fine in winter, not in summer). The old holes I cleaned and filled with the slightest dab of polymer glue.
Or, you know, make your contractor come over and discuss by them physically operating the windows. Don’t argue over email or phone, they “won’t understand” or the pictures/video will be “not clear enough”, but once they go through the pain of actually getting to the customer you hold the power.
If it’s a lower wage slave, offer him a drink before demonstrating the problem.
