I don’t know where they get the stats for this article. The public & private sector are very slow to report what is crime to the Gardai (assuming they ever find out they have been defrauded) The Gardai then have to liaise with the DPP to prosecute & then get a conviction. White collar crime reporting is low & of that reported the % prosecuted is low. The real figures are much higher than reported.
