That’s a pretty low fee, post offices in other countries charge 10eur, dhl and similar can charge 50eur just for brokerage.

The shipment has NOT been properly declared using the EU IOSS tool for low value goods so Cyprus customs had to manually review it and you were charged a fee because of it.
It’s not your fault, the shipper didn’t follow the “new” procedures for exporting to the EU which have been in effect for years
It’s standard fee when there isn’t a registered electronic customs declaration for the item from the sender, so they have to inspect it before delivering. It is the procedure with a fixed inspection fee 3.5€ no matter what is te cost of the item. Then if it requires, they also add the relevant VAT to that fee.
