Quindi ho ricevuto la multa per guidare su un’autobahn mentre guidavo attraverso l’Austria per un’ora dell’anno scorso. Ho pagato la multa, ma sono confuso. Questa lettera sta dicendo che pago una multa o prenda una pena in prigione o che la punizione sia entrambe?

It‘s either pay or prison.
“Prison term in lieu of fine” is pretty clear, you can’t or don’t want to pay the fine, you go to prison for the amount of time specified.
The prison is basically not enforced, they just write it. They want money and don’t want to spend money. Otherwise a lot of people would have chosen a day or 2 in austrian prison over paying a fine.
What most people don‘t seem to understand properly: „Ersatzfreiheitsstrafe“ means prison time in case you CANNOT pay the fine.
You can‘t choose one or the other. So basically unless you’re in life threatening debt, you have to pay the fine, period.
either pay 300 or its 33 hours of guys-only-soapland-time
Pay a fine or get your wages garnished or property repossessed and if you still cannot pay you go to prison
