Signing up is voluntary by the look of it. Who would voluntarily sign up to something that ultimately would cost money and resources when there is nothing meaningful to be gained?
There’s very little international traffic in Cyprus as it is an island with only the one ferry link which runs only in the summer. I’ve never encountered a road sign I didn’t understand.
What do you think would be gained by participating?
