Proscription of groups is a political tool, and the Brits have got pretty poor form when it comes to it.
The Iranian Revolutionary Guards aren’t currently on their list, which is contrary to the US position.
In Ireland, it took them 18 years to proscribe the UDA (who, only a few days ago were threatening violence via their UFF cover name).
