always keep in mind that what is said is not what is intended. Lets look at Putin for example. Now in Malta’s case the traffic problem could be solved in 24 hours without negative effect to anyone. BUT that would defeat the gov true intention. transport is in the top 5 money makers for gov and a big ongoing business
