      BRUSSELS, May 2 (Reuters) –

      Euroclear plans to seize and redistribute about 3 billion euros ($3.4 billion) of Russia’s funds that are frozen at the Belgian clearing firm after Moscow grabbed investor cash in Russia, according to documents seen by Reuters and people familiar with the matter.

      The money will be used to compensate Western investors after Moscow seized cash held in Russia in recent months, three people said, escalating attempts by both sides to recoup billions in funds affected by the war in Ukraine.

      Euroclear will redistribute 3 billion from a pool of 10 billion euros in cash belonging to Russian entities and individuals hit by European Union sanctions following Moscow’s 2022 invasion of Ukraine, two of the people said.

      The move, reported in detail here for the first time, marks a new level of reprisal by Europe. The European Union changed its sanctions regime late last year, allowing a disbursement to Western investors, opens new tabin such circumstances.

    2. I don’t get why these money should be given to private investors. The Russian cash grab, if I understand correctly, happened very recently and hit companies and individuals that decided to operate in Russia even after the EU sanctions.

      I am perplexed, since in any investment there is a risk and a profit. If someone accepts the risk, they should also accept a possible default or the investment going wrong. Why publicly-seized assets should be used to hedge a bad private investment?

      Use the money for Ukraine, which is where the public money is (rightly) going.

      So Europe is not afraid to Tuch the Russian money to compensate something for private Western investors and doesn’t want to give this money to Ukraine.

    4. I have a really big problem with giving cash to private investors. Why can’t the money just be used by institutions or directly invested in healthcare or education or smth?

      this is a terrible idea and will prevent non-european govrnments depositing money in the eu in the future

      in the grand scheme of things, there’s over 200 billion of Russian funds frozen by the EU. This does not even make a dent into the overall pool

      I would very much prefer it if this compensation taken out of Russian assets is handed over to European defence contractors to build up capacity which is also provided to Ukraine. Those who invested in Russia can burn along with it.

      Looks like a great way for Russia to get their assets back.

      “Frozen Russian cash” includes small-time investors too. Money just needs to be returned to their lawful owners. It happened twice in 2024, but EuroClear isn’t moving in this regard again.
