Probably nothing.
Sure there is still about 10% of people who are driving uninsured which pushes up the fees of everyone else. You would think that in this day and age with all the cameras and vans out there that this could be done digitally. Tax and NCT too.

My insurance increased by 20% on renewal this year, the agent on the phone blamed the rise in fraudulent claims, when I said about the lower payouts because of the guidelines they just changed the excuse to inflation.

There eid plenty being done to lower the cost to insurance companies. Speed limit reductions favor the insurer, not the driver. A beneficial side effect is harm reduction but don’t be fooled into thinking that is the primary aim.
Limits are down for a few months now. Positive outcomes should be becoming apparent. My renewal quote is 18% higher, multiples of background inflation.
The purpose of limit reductions is to transfer liability from the insurers to the driver.
