5% spending means EU is seeing both Russia and US as a security issue. All of EU 5% spending (with applying PPP) means resulting military budget is bigger than US military budget.

Back then West Germany had a bigger military than all other European NATO members combined and stronger than the US forces in Europe.
The West German Bundeswehr was over 500.000 strong, with over 3000 tanks, thousand fighter jets etc. And that was only the active forces. With reserves and equipment in storage, it would have been millions strong and still well equipped.
The Cold War Bundeswehr was the backbone of the NATO forces that held the entire Warsaw Pact in check.
The modern, united Germany has a much bigger population and GDP than the Western half in the 1980s.
A permanent defence spending of over 5% would result in a military, that is totally overkill to deter Russia. Even Germany on its own. It would be a force fitting a global super power with ambitions to control the entire world. Together with the rest of Europe, it would easily rival the US.

I’m sure this comment will get buried but Europeans and Americans dont seem to realize how how powerful NATOs military already is. There is no force on the planet combined that can fight and win a war against the NATO military. And I am talking about right now at current spending levels. The only threat in the world that would facilitate all of Europe spending 5% on its military is if there was a future war with the US. NATO as it stands is not at risk. I am all for every country in Europe hitting 2 or 3 percent but 5 is just an extraordinary amount if overkill.

It shouldn’t be kept on 5% for more than a few years at most, but as a German I can assure you the Bundeswehr absolutely needs sums like this right now together with a complete reform of the procurement office. The Merkel decades of constant underinvestment in the Bundeswehr has left deep scars and literally destroyed whole areas and abilities of the Bundeswehr. The 100 billion packet was a good start, but barely a drop in the ocean. The Bundeswehr was in absolutely horrible shape and now it barely improved to partially combat ready.
