Uno sembra prima dell’assunzione di acqua del gabinetto, ma l’altro è un mistero per me. Chiunque abbia familiarità con questo può chiarirlo. Molti di loro sembravano essere in posizione chiusa anche quando mi sono trasferito, quindi sono riluttante a scherzare con loro senza capire di più. Grazie!

That’s most likely the water pipes for a bidet. It’s not that used anymore unless you want to “soak the codfish” sorry mate it’s not an translatable expression. But bottom line it’s required by law, but a lot of people just leave the connection and don’t install the piece it self
Those are safety faucets. (Not sure the correct English term)
If you pull the cap you should be able to open/close them using the appropriate tool.
You close them when you need to do some kind of maintenance work that would otherwise “flood” the bathroom.
