      Fidesz’s proposed “transparency in public life” law would allow the Sovereignty Protection Office to register NGOs, media, or organizations receiving foreign funding as threats to national sovereignty. Registered entities face restrictions:

      * Foreign funding requires permission from a tax authority unit, unauthorized transfers trigger fines up to **25× the received amount**, payable within 15 days.
      * **Leaders of listed organizations must submit asset declarations (stricter than for MPs)** and undergo financial screenings. Violations result in fines (€1,240–€5,000) or bans from leadership roles for 5 years.
      * **Tax authorities can conduct raids** at offices **or private residences** (e.g., editors’ homes), seize documents/data, and dissolve organizations, transferring assets to a state fund.
      * Banks must monitor accounts of listed entities, freeze suspicious transactions for 5 days, and report to authorities. Non-compliant banks face liability for unpaid fines.
      * **Anonymous reports can trigger investigations, with no legal remedy against inclusion in the register.** Courts may only annul SPO decisions, not amend them.
      * The law applies to any foreign support (monetary, services, grants), i**ncluding from dual citizens or foreign-registered entities. Domestic donors must sign affidavits confirming non-foreign origins for donations.**

      Fun fact:

      “foreign funding” includes even a Hungarian citizen paying a monthly subscription to a news outlet from outside Hungary.
