Shadow Fleet Vessel Near Poland. “Suspicious Maneuvers”

A Russian vessel from the “shadow fleet” was carrying out suspicious maneuvers near the power cable linking Poland and Sweden, Prime Minister Donald Tusk reported. An urgent meeting with the Prime Minister is to be held on Thursday at the naval base in Gdynia.

“A Russian vessel from the ‘shadow fleet,’ subject to sanctions, was performing suspicious maneuvers near the power cable connecting Poland with Sweden. After our armed forces intervened successfully, the ship sailed away to one of the Russian ports,” Prime Minister Donald Tusk announced on Wednesday via the X platform.

The hydrographic ship ORP Heweliusz is en route to the scene.

“ORP Heweliusz, a hydrographic vessel, will survey the Baltic seabed,” Deputy Defense Minister Cezary Tomczyk stated.

Defense Minister Władysław Kosiniak-Kamysz also commented on the incident. He noted that the ship had recently been added to Russia’s “shadow fleet” list. “It was conducting suspicious maneuvers—not in Polish territorial waters, but over cables owned by PSE, over power cables. The operational commander immediately ordered certain procedures: a patrol flight, deterrence, which proved effective—the ship was successfully driven off. The vessel then withdrew,” reads his post on X.

An urgent special meeting is scheduled for Thursday at the Naval Operations Center within the Gdynia naval base, with Prime Minister Donald Tusk in attendance.

“Today, Polish forces will be operating there. The briefing will be conducted not only with the Navy but also with other services responsible for security. For us, security is an absolute priority. A secure Baltic Sea and cooperation with our allies—we are in constant contact with them on this matter as well. All assets and forces required will be assigned to this operation,” the communiqué stated.

The term “shadow fleet” refers to groups of ships sailing under third-country—mostly African—flags, used by Russia to circumvent sanctions. These vessels illegally transport Russian oil.

EU Sanctions on Russia’s “Shadow Fleet”
On Tuesday, the European Union approved the 17th sanctions package against Russia, covering nearly 200 ships from the Russian “shadow fleet,” EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced. She reiterated that work on further sanctions is ongoing.

“The new measures also aim to combat hybrid threats and protect human rights,” the High Representative emphasized.

This is not the only recent incident in the Baltic Sea involving a “shadow fleet” vessel. On Thursday, Defense Minister Hanno Pevkur reported that the Estonian Navy escorted the tanker Jaguar—flying Gabon’s flag on paper but effectively operating for Russia.

Just your friendly neighborhood shadow fleet, out for a casual stroll… near critical infrastructure. Totally normal, nothing to see here

Oh wait…I only care about myself while still in power.

Cut our cables and we blow up your ship. It should be this simple.

I do not understand why a helicopter full of angry NATO soldiers is not immediately dispatched in cases like this – it’s the Baltic, not the Pacific. You can be anywhere over it within an hour.

    8. If Russia are carrying out “shadow” sabotage operations, maybe it’s time we carried out some “shadow” operations of our own. I’m thinking an old ww2 mine unfortunately resurfaces next to the hull of these ships. Nothing to do with us, just terrible timing.
