Surely an interim measure would be to allow learners who have their 12 lessons drive independently in 50kmph or less zones?
Walks a decent tightrope between safe roads and having to wait months to be able to drive yourself to work/school/etc, and might take a little bit of pressure off the tests.

You get a driving licence and you get a driving licence and you get a driving licence, aaaaaaargh…

Do they have the staff and testers to support this? Otherwise they’re wasting their time

Here’s a story from 2001 where they made the same claim. I did a small bit of googling and it seems there are only a few years in the past decades where they managed to get the wait times under 10 weeks. I think it’s longer than 10 weeks since 2016.
“Giving details of the scheme, Junior Minister Bobby Molloy at the Department of the Environment said waiting times for the practical test for a full driving licence has been reduced to 17 weeks. He claims it would be down to 10 weeks by the end of the year.
Bobby Molloy says the Driver Theory Test will become mandatory and a major feature of our system.”
