I feel like the most damning evidence of the relative failure of devolution is that the Conservative UK Government was widely considered to have done such a comically shite job of managing the NHS that genuine conspiracy theories emerged that they were doing so deliberately in order to destroy the case for socialist healthcare so that they could privatise it.
At the same time, Labour ran the NHS in Wales, and the SNP ran it in Scotland, and once you randomly select and correct for demographics, the three are basically indistinguishable.
This isn’t intended as a genuine defence of the Tories, but it really does say something about the other parties competence that they couldn’t obviously outperform one of the least competent governments ever that people assumed were being shite on purpose.

The SNP being comically incompetent at being responsible for important institutions? Nationalists ignoring or dismissing it because it doesn’t fit with their worldview? What else is new?
