It’s a love letter written by a woman. Doesn’t appear to name anyone in particular. Don’t have time to translate, just wanted to point out that the year in the bottom right corner is not when the letter was written. Phone numbers were 5 letters in 1993, and I believe mobile numbers always started with 8 until 20-something. It’s possibly the year of birth of the writer.
