Reading the article and I feel that this isn’t going to deter him from driving, let alone drunk driving.

Ah, well I’m sure extending that existing ban to 15 years from 10 will definitely stop him from driving drunk again. There’s surely no way he’d ignore the ban and drink drive while disqualified again and risk getting a 20 year ban next time, right?
Drink driving while on a drink drinking ban should be automatically be a custodial sentence.
