Always seems like a good idea but the cost and organisation in arranging it, transport, supervision, may as well employ a professional to actually do it properly.

The problem is that in all likelihood the offender has neither the skill nor the motivation to do these jobs well. The park near where I used to live had men doing community service, painting the fences. There was more paint spilt on the paths, and that which was on the fence was uneven and needed professionals to tidy it up.

I know it sounds like a slippery slope argument but I don’t like the idea of using prisoners for labour, simply because it creates a demand for the existence of prisoners.
I’ll allow that it’s not particularly likely in this specific context but more broadly speaking I just don’t like this train of thought.

Easy way to incentivise them to fill pot-holes properly is to set a minimum amount that have to be filled to a certain standard for which they are given comprehensive tuition.
If they manage their quota to the required standard, give them their theee square meals, if they don’t they get boiled rice and water to eat.
Harsh maybe, but it’s the lack of discipline that has got us in this mess anyways.
