It’s been that way by design though. Americas soft power kept other NATO countries from progressing on their own too far, whilst also using them as a branch of their own power.
It’s only since this administration that the need to expand more has surfaced. And even now, were doing it relatively slowly because we expect the US to tell us to put the brakes on.
Though the longer it goes that the US becomes more isolationist, the more that Europe as a whole will start to properly rearm.
Look at the suez canal incident for example. The EU tried to assert its soft power. And got batted down by the US.
