It’s dead. And it most probably won’t come back. The coalition contract between SPD and CDU speaks about

> transforming the existing Riester pension into a “new pension product, freeing it from bureaucratic obstacles and reforming it by dispensing with mandatory guarantees and reducing administrative, product and acquisition costs”

It doesn’t get more concrete than that. My personal opinion: Don’t hold your breath. It would be a miracle if anything decent will come out of it. It will just be another concept designed for banks and insurances companies to earn money with.
