I haven’t heard specifically about this situation. But take two ingredients:
1) lawlessness associated with absolute impunity of the siloviki;
2) long-term selection of the worst of the worst in terms of moral and ethical qualities into the siloviki.
Mix these ingredients and you can make any shocking situation possible.
