when in doupt, try WD40
Pull the handle, as you would when closing the door, at the same time as you are twisting the lock. Door or lock might need adjusting. Oiling the moving parts should also help.
Needs some oil.
This might be silly, but did you turn the upper smaller nob first ? You first need to turn that one, then the lower handle
Is it difficult to turn also when the door is open? If not, check the alignment of the locking parts, and also the counter parts for trash.
If it is difficult to turn also when it is open, try oiling it, and check that there isn’t any damage or things stuck in the mechanism.
