I guess lessons haven’t been learnt from Grenfell regarding the safety of structures.
This is where they don’t train up their employees to undertake required roles. With the right money incentives their would be a number of staff with experience of the install that would like to move up the ladder so to speak.
Just a lack in foresight of the highway agency and generally all large government entities.
