That’s the big difference between Russian troops and Ukrainian troops; the safety of civilians. Actually, the Russians beat, rob, and even kill their own troops, so it’s no wonder Putin wouldn’t want any of the frontline troops to return home for a cease fire, most wouldn’t return and the public would be outraged by their stories about lacking food and water (among other significant inadequacies inflicted upon their own people).
