They’ve been planning that since long before the celtic tiger.
What is especially stupid about the current plan is they’ll have to rip it out and put in a proper motorway within twenty years and everybody knows it. But we will waste taxpayers money on this stopgap half a motorway anyway. Pointless waste of time and effort.

Well it’s important we don’t rush it. Like the new train stations for Cork, 3 of which were to go to planning last year and now instead 8 will be wrapped into a railway order for the end of this year (depending on the outcome of a public consultation which hasn’t happened yet). Or the Cork Luas which was delayed for no reason for three years. Or Bus Connects Cork, now several years overdue which is consulting on four bus stops this week. They might stick some of the massively stripped back ‘corridors’ into planning over the summer but sure if they don’t they don’t.
As I recall even this public consultation phase for the M20 was supposed to happen in Q1 but got pushed out.
No rush lads.

This is the Dublin Metro all over again, government doing the bare minimum to make it look like they are doing something. That something just happens to be funneling huge amounts of public money to their buddies for consultancy fees without progressing anything meaningful
