      The sign in the windshield says “doctor in service”.
      The paintjob is faux police, the writing says “mother”

      No it’s not, It says “momma” on the side. Yes it may be, it say “Doctor on duty” on that sign in the windscreen.

      This is a car that begs to be stopped by actual police. It’s clearly not a real police car, but might be close to unlawfully pretending to be one.

      It’s the private vehicle of a doctor with a bit weird sense of humour or someone who got pranked.

      It says doctor but this looks wildly unserious.

      You can read Arzt im Dienst, I think it’s like Notarzt or something like that. I think it’s parked in front of the police building.

      Perhaps because “Ärger mit Muddi” ist worse than having the cops called on you lol

      Such cars are usually driven by uneducated provocateurs. Their sole purpose is to irritate officials and fellow citizens.

      There is something called Amtsanmaßung. This is just a car that has been painted to look like a police car and not illegal. tThough I can imagine authorities don‘t like it. The Anzeigenhauptmeister for example has a sign at the back of his bike saying „POLIZFI“, which is frowned up upon but they can‘t do nothing about it.
