Russia and by extension AZ are probably scared shitless by normalisation between ARM and TR, because it increases the risk for russia to be completly ousted from the region and reduces leverage AZ can put on TR and ARM by playing ng both sides

There is a difference between the words support and help, in Azerbaijani (and Turkish) too.
