We lost it during our war of independence. The Dutch wanted to keep it to be able to block the access to the arbour of Antwerpen.

Because NL wants to own it, so that they (we) control the Scheldt and thus directly influence the harbor of Antwerp. If not for that piece of land, the harbor Antwerp would’ve been larger than Rotterdam.
Secondly, this part of land is already quite occupied by Belgians (unfortunately). It’s not that I don’t like our southern neighbors, but it’s getting out of hand really.

Because it’s a strategically valuable region that was captured by I think Maurice of Orange to block shipping from the port of Antwerp which was still part of the Spanish Netherlands at the time.

Because all we could get is an agreement on water discharge for the channel Gent Terneuzen with them and an agreement on using the scheldt for the port of antwerp … and we had to be ok with that hassle because of history
I don’t complain tho, especially now they’ve made the tunnel of Terneuzen free (looking at you, antwerp)

Why doesn’t Belgium own Luxembourg as well?

Because the Brits didn´t want the Belgian army to take it (and parts of Dutch Limburg) after WW I.
It´s not a bad thing though. Zeeuws-Vlaanderen hasn´t suffered ruimtelijke wanorde like Belgium does.

They can start calling that water above it ‘Gulf of Belgium’

If you go visit the border you’ll get to realize why. There are a lot of traces left of the war that fixed that bit of the border.

Because Belgium had only enough frietjes to feed that many people. They ran out before they could convince them to our side.
