It’s not. Most probably something went wrong with the payment-information. This could lead to some ugly problems in the future, if not handled soon, so I’d rather contact them quickly instead of misunderstanding reddit as customer-support.

The screenshot shows you have an initial credit (“Startguthaben”) of 100€.
You should receive itemized bills every month. Very likely they will not send paper bills to your physical mailbox, but only send you an e-mail (possibly to new e-mail account Vodafone gave you, rather than to your existing account). You can also check the “MeinVodafone” app or website, the bills should be available there as well.
For now, the bills probably state that the monthly fee is paid out of that initial credit. You will have to actually pay something only after these 100€ are used up.
