When I lived in France, I was able to open a “savings” (actually Livret A) account with BNP Paribas. I sincerely doubt the bank made a mistake, so I imagine that maybe just N26 is not prepared/structured to offer it to Americans?

They just don’t want to bother with the paperwork they’d need to do. Not surprised N26 doesn’t want to deal with paperwork. But there’s nothing legally preventing it. I haven’t bothered trying, but if you really want it, look for larger, more established banks.

If it’s anything more than a basic savings account, Americans will likely not be able to use it. FATCA reporting requirements have made sure of that.

And as an extra point, be very careful about investing in anything not US domiciled. Key word “PFIC”
