While the whole world is laughing at him, we suffer his idiocy

    2. Translation of the article:

      >**The section of the Miloš Veliki highway from Pakovož to Požega, after several delays, will be released today. Although this part of the road does not yet have an occupancy permit, the Government of Serbia passed a decree last Saturday suspending the Rulebook on the Safety of Tunnels, in order to open this section unhindered. Director of “Roads of Serbia” Zoran Drobnjak, however, claims that he personally guarantees for the safety of this time.**

      >The works on the mentioned section are not finished, but the accelerated opening was announced on social media even by Serbian President Aleksandar Vucic.

      >Expert Oversight Engineers for that section, as reported earlier by Insider, refused to sign documents without which it is impossible for building inspectors to issue confirmation that the section was completed.

      >Director of “Roads of Serbia” Zoran Drobnjak, however, believes that his “professional word” is enough to feel safe and claims that all engineers signed the documents.

      >”What’s not finished can end, and it doesn’t affect traffic safety, which is safe and I’m behind it. We are all done with this section, we are now dealing with the landslide and we need to create functionality for tunnels. Skado is managed, we have 90 days to get everything done and to be functional and that the road is safe. We need to move on now, to work towards Zakasa, to the Cat to deal with security,” Drobnjak told Insider TV.

      >In Serbia, we have two rules from 2019 on the management of tunnels and tunnel safety. According to these rules, the tunnel cannot be opened without a system for monitoring security parameters. These provisions, however, were suspended by the Decree adopted by the Government at a session last Saturday.

      >**The technical supervision engineers for that section refused to sign the documents without which it is impossible for construction inspectors to issue a certificate that the section is completed.**

      >Asked by the journalist whether the political will was placed here in front of security, Drobnjak replied:

      >“The rulebook is a rulebook, but we have this command center, from where people control the traffic that takes place in the tunnel, on all those of which are 500 meters and a kilometer. It’s safe when people sit there and control for 24 hours, that’s why the trial work has been released. I insist that the road opens for the sake of the citizens because it is the season of summer and there will be a lot of traffic when everyone goes to the sea. There will be over 30,000 vehicles during the day, it is too much, and there is always some accident near Čačak, Požega, Uzice. I’m an engineer, not a politician, I’m engaged in the construction of highways and security, it has nothing to do with politics with this. I don’t mind the Decree, because I say it’s safe. I stand by the fact that the tunnel is safe,” Drobnjak stressed.

      >**Engineers refuse to sign documents**

      >Part of the engineer, however, did not immediately agree to sign the records of the works, in order to keep the road safe.

      >“All the engineers signed. They were asked to write what was done and what else needed to be done. No one quit, not even left. Some did not want to sign immediately, because they were afraid of what happened on the canopy, although I explained to them that everything was safe and that there was no reason to be afraid, so they signed. In September, when traffic is reduced and everyone comes back from the sea, so we will close one pipe and examine them. It is important that it is safe for people to reach the sea, Zlatibor, for citizens from the Republic of Srpska, Montenegro to come. No matter what Rulebook, I don’t look at it, everything is safe, I say,” concluded Drobnjak.

      >As Insider previously wrote, engineers in charge of expert supervision on the section from Pakovraće to Požega unanimously refused to sign the Minutes on the tour of the works, but also the consent to the list of unfinished works.

      >Without their signature, there can be no minutes about the handover of the road, which is otherwise a prerequisite for the construction inspectors to issue confirmation that the section has been completed.
Only after that would be followed by a possible positive report of the Commission for Technical Examination, which is the basis for the section to be put into probation.

      >President of the state Aleksandar Vucic announced the opening of the section no later than Monday, but according to the latest information, it will be opened today.

      >“Dal will be on Saturday, Sunday, but it must be by Monday! It’s not always worth a piece of paper because someone didn’t sign something, it’s already fakering, it’s moving 0.1 millimeters, let’s whine about zero coma one,” he said.

      >According to Insider, footage from two weeks ago showed that the works on that section were still ongoing. The terrain above the retaining wall of the already secured landslide near the Munjino Hill Stylish, and excavators from it removed the layer to the layer of the ground.

      >The section, according to earlier announcements, was supposed to be open by the end of 2022. Work on its construction was slowed due to problems with terrain, groundwater and landslides. The investor is “Roads of Serbia”, the performer of the Chinese company China Communications and Construction Company, the supervision is carried out by engineers of the Central Travel Laboratory, and the technical examination of the City Institute for Expertise from Belgrade.
