Even without considering that all scientific circles are alerting to the danger of reintroducing neonicotinoids, the adoption of the law itself was a shitstorm from a democratic standpoint.

The law project was first voted against by the government majority with what is called a “preliminary reject motion” so that it would not be debated at the National Assembly.

Normally, a law is supposed to be either voted in the same terms in both the Lower and the Upper Chamber ater a round trip where each can ammend the text. If the two chambers disagree, a parity commission with members of both chambers is designated to find common ground, which is later voted in both chambers without the possibility to amend it. By voting the preliminary reject motion, the majority was able to directly send the text to the parity commission, and they voted in favor of the text when it came back to the National Assembly.

The Constitutional Council will also have to decide if this is even legal, because this method most probably disrespects the spirit of the Constitution.
