Non-EU citizens require approval of the Council of Ministers before taking ownership of real estate in Cyprus. It is a standard procedure, and Title Deeds do not get transferred without it. Presumably, Israeli buyers obtain such permissions or participate in Cypriot companies who buy the properties, and so the purchases are legitimate.

Israelis might be buying land from people who don’t lawfully own it, but that is quite different from Israelis coming here with the intention to buy land illegally.

In the north, most of purchase are illegal.
In the south, those are legal. The problem, regardless of nationality, is the how the market changes and can not compete with locals who want to buy a house or land.
Now if there is a strategic buyer policy from Israel or any country, that is something very serious and needs to be exam.

I do think there is a clarification needed on what unlawfully means. There are restrictions put on non EU foreigners owing properties at their name. But there aren’t restrictions on Cyprus domiciled companies owing land here.
There are also little restrictions on selling shares or entire company to non EU based individuals. When this happens it happens together with the assets.

As Russian, I must say, I am ok if people who run from Israel stay, ok if they even somehow make a city of their own. All I ask is for them to not be political or self righteous , you ain’t cool or a martyr.
I saw my people come fleeing Putin’s regime just to stay stuff along the lines of “Russia is the only good country & all people of Ukraine should go extinct” – truly disgusting opinions and state of mind. I don’t want Israeli people to come here , fleeing the war just to glorify a genocide the very first time they sit across me to drink a coffee.
