Even in 1996 that was a bit out of date as a script tbh. More like the early 1980s when you had to deal with P&T, which despite employing 30,000+ people still took about 6 years to install a phone line and charged so much nobody could afford one.

Around that same time my parents would drive to the local village a few miles away to go to a phone box so my mother could ring my granny.

My primary school had no phone in the 80s. It was a country school, and we’d have to walk down the hill to the pub at the crossroads to use their payphone.
