I don’t really blame universities for taking a lot of international students. UK tuition fees were about £9k/yr in 2014, and they’re about £9.5k/yr in 2025. In real terms it’s a huge cut in income for universities. Of course they’re going to take international students to balance the books.
The asylum thing is more tricky, I’m not sure how the universities are supposed to prevent this. I wonder if that’s the point, the government doesn’t have a solution so they’re passing the responsibility on to universities. You figure it out.
