not over, only delayed, it’s for 99 years, who’s to say what happens after that, if they choose to extend it or not.
It’s a declaration and not an agreement. Can it have some consequences? Maybe, but this isn’t a treaty. Even if it were, you’d need some third party enforcement mechanism that is fully committed to act.
