Cyrpus and Greece have been taken by Israeli tourists, we should have a law that prevents non-EU tourists from buying houses/lands.

Are these fines just for tourists? Or also locals? And if there are already laws against doing the aforementioned things then are these like additional fines?

The average level-headed tourist will be just fine. It’s just the idiots it’ll apply to.
It’ll be hard to enforce, so likely to be more of a deterrent.
