In this case he’s referring to the ‘Miracle on the Vistula’ in 1920, which was the main turning point of the Polish-Soviet War.
And then ended up eating their own out of starvation while besieged in the Moscow Kremlin in 1612

Didn’t this war eventually lead to the USSR losing some land to Poland, which Stalin wanted to get back by splitting Poland with Hitler? Everyone knows the disastrous consequences to Poland in WW2.
How is Tusk talking about this war like it’s something to brag about?
