      Putin (and russia) consider Ukraine and the other peoples who broke away from the Soviet bloc as wayward children who must be returned to the family, even if by force. They are russian even if they have to be reminded of that fact at gunpoint from time to time.

      “Brotherly” in that context is useful propaganda, at least for the russian audience.
