Pretty ridiculous timeframes IMO. They’re essentially just gonna be sitting around churning out paperwork for the next four and a half years (or two and a half years for the Oldham-Rochdale-Heywood-Bury link which is further along in the process) rather than actually building stuff. Bureaucrats gonna bureaucrat.

They’ve been given a budget of £27.4 million just for writing up the business cases.
