Probably smuggled into the country and work on the grow to pay off their debts, there are a lot of cannabis farms by Vietnamese gangs now. They often lock the growers in, drop food and supplies round and collect the harvested products.

Just imagine how much less of this, and how much juicy tax money, there would be if it was a legal and regulated industry, like alcohol production or tobacco. Unlike tobacco, the stuff actually grows really well in our climate, we could be a world leader.

Legalisation could’ve stopped the smuggling of these slaves. And that *supposed* £200k worth of cannabis, would’ve been a local business investment.
Oh well, guess the guys in charge will just find more people who owe them debt, smuggle them in, and force them to work harder to get back what they just lost.

So we have the cost of investigating and charging them, the cost of prosecuting them (legal aid lawyers, prosecution and the judge), then the cost of imprisoning them. Not to mention the sacrificed tax revenue if this was legal. Not a very good use of public resources given that public services are falling apart at the seams!
