No. Is it not German? Or maybe some other country down there, somewhere.

The same kind of pattern says it is a vintage Romanian school outfit. Either way, it is something from Eastern/South Europe, not Norway.
Since it is so old, it is very hard to say.
They could be some type of «folkedrakt», but in all my searching I could not find any with these types of patterns.

So I would say it is not traditional at least.
It could have been bought or even made in Norway, but this was likely more of some nice clothes they had, and not a traditional clothing from that period.
