“Diplomaten statt Granaten” / Diplomats instead of grenades. I assume someone is protesting against how the Russian attack on Ukraine is handled.

Doesn’t sound like a threat. Probably just a “pamphlet” promoting peace in one of the many wars currently ongoing. Unless you are somehow known to have a strong stance on such an issue, it probably wasn’t personal.
Putin propaganda
Yes, it’s a warning that your German is insufficient. If you think that “Granaten” is illegible, you will either have to do a 1,000 hours paid course of German including modules for “painting and placing garden gnomes” and “Seven ways to decorate a Mettbrötchen” or be asked to be voluntarily deport to a random Sub-Saharan Africa country.
