If Western troops will be targeted either way, then there is no reason to wait for a ceasefire. Deploy them now.

Just deploy now, who cares. Put them in reserved spots, not frontline. Backup the defenses on Balarus and cities and downs in the west. Relieve some places, and bring in lots of anti air.
