The most studied in most places is English, if the second most studied is the local language that means there are a lot of immigrants trying to integrate.

If Duolingo introduced a Polish course for Ukrainian and Russian speakers then Polish would be second.
It’s just impractical for immigrants to learn Polish when their English usually lags behind their Polish.

In Croatia it is English on 2nd place (and German 1st) cause Duolingo is not available in Croatian so most people use Duolingo in English to learn German.
