At best, Russia might have to start getting other countries to refine oil for it/import tons. Which will cost a fuck ton more, and be hilarious for a country that is known as a gas station.
Fuel expires, no matter how much oil they got stored or available in the ground, or fuels store atm, they need the refineries to use it. Otherwise, its only value is in its export.
