I would say its a commemorative coin for one of the 8 russian minsitries that were established in 1802. My kyrillic reading is dusty af, but I would guess the ministry of the interior.

Whats iffy to me is the “ь” with a dash which is typically found in Balkan Cyrillic. The emblem looks vaguely like the austro-hungarian coat of arms. It could be Russian tho.
