What does the one with water mean? Did it get destroyed by waves, a storm, or some sort of natural water event?

Does anyone know what the state of some of the refineries not hit for over 6 months are? For example, Volgograd. Last hit in March this year. Is that refinery gone now or is it still functioning in some way?
