As with many things EU / EU NATO, it’s not a case of can we but always lack of will we. Putin of course is making the decision something hard to ignore. Is he right…
They have done it before in Turkey in 2015. A Russian fighter jet crossed the border from Syria and it was shot down near the border.
Should we drag ourselves down to their level or should we take the high road?

So long as the Russians are warned I see no issues with downing a war plane that has strayed beyond its borders. In today’s age with their own gps(glasnost?)systems there is no excuse for”being lost” or unaware of where exactly the plane is at any given time. Just make sure that nothing lands on Russian territory
